WASHINGTON, DC - July 28: As Congressional leaders and The White House continue the standoff on increasing the debt limit, Christian and Jewish leaders gathered in a prayerful protest in the rotunda of the U.S. Capitol to urge Congress "not to balance the budget on the backs of the poor." At middle is Rabbi Arthur Waskow, of the Shalom Center in Philadelphia. They were arrested later by Capitol police for refusing to leave. Left to right: Rev.
