(150928)-- NARVA, Sept. 28, 2015(Xinhua)-- A program of ETV+ is seen on screens in an electronic supermarket in Narva, the third largest city of Estonia with more than 90 percent Russian-speaking population, on the morning of Sept. 28, 2015. The state-owned Estonian Public Broadcaster (ERR) started its first ever full-time TV channel in Russian language - ETV+ at 6:55AM (EST) on Sept. 28, 2015, in modern Estonia and in The Baltic States region as well. ERR announced that this new channel is not a tool for state propaganda or a weapon against Russian state propaganda.
