KEMEROVO, RUSSIA – NOVEMBER 27, 2021: Sergei Vinokurov, chief inspector of the Belovo unit at the Siberian branch of the Russian Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor), accused of violating industrial safety rules at hazardous production facilities which led to the death of two or more people by negligence, appears at a hearing into the Listvyazhnaya coal mine accident case at the Central District Court. In the morning of November 25, coal dust caught fire in a ventilation shaft some 250 meters underground, filling the mine with smoke. At the time of the accident 285 miners were in the mine; 239 people were evacuated, 63 got injured, 51 died, including 5 mine-rescuers. Established in 2003 at the Inskaya Mine, the Listvyazhnaya mine is part of the SDS-Ugol coal-mining company. Kirill Kukhmar/TASS
